Just Googled for info about how to make a custom wallpaper image because photos can no longer be sized and scaled in iOS7.
Three methods were proposed:
1. Turn on REDUCE MOTION in settings to turn off the parallax effect. Dont want to do that.
2. Make your own image, sized so it will fit on the screen. Info about screen resolutions for various Apple devices/models was provided to help with this trial by error method.
3. Download an App called WALLAX. I did, and at first I didnt think it was working. Within 5 minutes I had it figured out. Using the FOCUSED option, I was able to pinch my photo so it appeared much smaller on the screen. Used that photo as my lock screen Wallpaper, and it turned out perfect.

Found this by chance when encountering problems with setting wallpapers in iOS 7. Tried all the manual options first, but would not work. So then I went with the option to use this app and voila within a few minutes I had the wallpaper I wanted in the first place. There are some other nice options, but they need some fiddling and playing with and some options are not refined yet. Would give it 5 stars if it was a bit more refined, but as it stands right now, this is the easiest way to get the wallpaper you want. Well worth the $1.

This app made my background look sweet the iOS 7 messed every thing up and automatically made the photo zoomed in and this app fixes it dont know how but it did.
Some bad moments
If you find you will finally be able to use one of your pictures and then put it as a wallpaper DO NOT download this app. It wont help. I wasted a dollar. Dont waste your money.
Does not resize picture like you need, only too big or too small. Waste of 99 cents!!!!
If you were going to buy this app in hopes of being able to resize wallpapers like you were able to in iOS 6 save your money. All the app does is let you zoom out the picture and then takes a screenshot of it and saves it to your camera, which in turn makes the picture blurry. This app is extremely disappointing and is not as advertised.
Ummm. So I scale my photo down, and it looks good in the preview pane within the app. When I save it and then go to my wallpaper setting to select newly created scaled photo its still no different than the original size??? Doesnt work!
While scaling the wallpaper in the app, it appears to be of its original high quality, but the image seems to be blurred a bit (certainly not HD) once placed as background.
First off, there is a noticeable drop in quality between the original image and the wallpaper created by the app. Next, it doesnt actually deal with the perspective issue; sure, theres an option when you save an image but it makes no difference: when you set the produced image as wallpaper, the aspect ratio is still off.
I havent played with the effect options (black & white, etc) because, frankly, thats not why I bought this. I bought it to rezise wallpapers. If an apps main function doesnt work, little effect extras dont save it!
Its shoddy work like that that makes me wish I could get a refund on app store purchases.
